The City of Ottawa is grieving the loss of David Hill, the respected Councillor for Ward 3 (Barrhaven West), whose passing has been confirmed. His death represents a significant loss for city government, the Barrhaven community, and the many residents whose lives were shaped by his dedication to public service and community leadership.
Councillor Hill was widely recognized for his integrity, commitment, and focus on improving the lives of those he represented. His leadership was informed by a lifelong dedication to service, rooted in his distinguished military career and extensive community involvement.
Public Service and Political Career
David Hill was elected to represent one of Ottawa’s fastest-growing and most diverse communities. From his office at 110 Laurier Avenue West, he worked tirelessly to address local concerns while contributing to citywide policy and development initiatives.
During his tenure, Hill served on several key city committees, including:
- Audit Committee – Member
- Community Services Committee – Member
- Emergency Preparedness and Protective Services Committee – Vice-Chair
- Environment and Climate Change Committee – Member
- Transit Committee – Member
He also acted as liaison to the Community Safety and Well-Being Advisory Committee and served as a non-voting Director on the Barrhaven Business Improvement Area Board of Management.
In addition, Hill contributed to major citywide projects, sponsoring initiatives such as the Climate Change Council Sponsors Group, the New Zoning By-law Project Council Sponsors Group, and the Transportation Master Plan Council Sponsors Group, reflecting his commitment to sustainable growth, infrastructure development, and public safety.
Military Service and Education
Before entering municipal politics, Hill built a distinguished career as an infantry officer in the Canadian Armed Forces. His service took him across Canada and on international deployments to Afghanistan, Haiti, and Lebanon, providing him with firsthand experience in conflict resolution, humanitarian operations, and global security.
Originally from Saskatchewan, Hill carried the principle of “service before self” into every aspect of his professional and political life. Academically, he studied politics and economics at the undergraduate level and later earned a master’s degree in defence and security studies, equipping him with a strong foundation in governance, policy, and international affairs.
David Hill’s legacy will be remembered for his unwavering commitment to public service, his leadership in both military and civic roles, and the lasting impact he made on the Barrhaven community and the City of Ottawa as a whole.
